I am directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Lords Commissioners of the Admiralty, a copy of a letter which has been received from the Hong Kong General Chamber of Commerce on the subject of the prevention of piracy on the West River, together with a copy of a despatch which has been addressed to His Majesty's Chargé d'Affaires at Peking on the subject.†
I am to suggest that, if the Lords Commissioners see no objection, that, as suggested by the Chamber of Commerce, instructions might be issued to the Commanding Officers of His Majesty's gun-boats on the West River to report periodically on the state of security of traffic on the waterways in the neighbourhood of Canton, and from time to time to suggest such improvements as may appear to them desirable in the plans devised for keeping piracy in check.
